What Permit do I need?

Construction Permits
These permits cover site development, building construction, renovations, and tenant improvements. Types include:

  • Building, Electrical, Fire, Mechanical, Plumbing
  • Public Works (Right of Way), Signs, Special Events
  • Wireless (Construction + Eligible Facilities Modifications)

Land Use Permits
These ensure property use and development comply with zoning and code requirements, covering land development and design approvals before construction. Types include:

  • Critical Areas, Design Review, SEPA, Shoreline
  • Subdivisions, Tree Permits, Variances
  • Wireless (Substantial Change + Macrofacilities)

Grading Permits
Grading may require either:

  • Right-of-Way Permit: For access roads, utilities, or common areas.
  • Construction Permit: For private property work like foundations or retaining walls.

Tree Permits (March 2024 Update)
Tree-related work as part of a Development Permit (e.g., home construction) doesn’t require a separate Tree Permit. Include the Tree Permit application form with your Development Permit application. Additional fees apply.

Pre-Application Meetings

The pre-application process allows the City’s Development Review Team to review proposed projects, permit requirements, fees, timelines, and applicable regulations. This review is not exhaustive and does not limit future enforcement of laws.

The Development Review Committee (DRC) meets Tuesdays at 1:30 and 2:30 p.m. Pre-application meetings are scheduled first-come, first-serve.

Submit your pre-application and required documents online at least 11 days before the meeting (Friday by 4:00 p.m.). The application fee must be paid before scheduling.

Apply via the Land Use Permits portal and include a completed Pre-application Meeting Checklist.

Schedule your inspection

Building, Fire, and Public Works Permit Inspections

All Building, Fire, or Public Works inspections must be scheduled online prior to 5:00 PM for next day, or for the next available inspection.

Planning inspections must be requested at least three days in advance. Planning staff will coordinate to confirm the inspection and may request to re-schedule based upon staff availability.
