Transportation Demand Management Program

Transportation demand management (TDM) refers to strategies aimed at reducing roadway travel demand, particularly in single-occupancy vehicles, to address congestion, air quality, and climate change.

The work we do

Tukwila’s TDM Team delivers services to residents, employees, and businesses in Tukwila and the partnering jurisdictions of Burien, Des Moines, Kent, Renton, and SeaTac. These programs are funded through state Regional Mobility Grants, federal Congestion Mitigation and Air Quality Improvement Program funding, and a partnership with King County Metro.

Our team manages Tukwila’s Commute Trip Reduction (CTR) Program, which requires large employers to reduce commute trips to their worksites. Learn more at tukwilawa.gov/ctr.

TDM for employment centers — Sea-Tac Airport

This 2017–2019 pilot project educated and incentivized airport workers to try transit, carpool, vanpool, biking, or walking to reduce congestion on I-5, I-405, and I-90. Participants received a $20 gift card each month they used a sustainable commute mode.

Over the course of the program, more than 23,000 vehicle trips were reduced. The TDM Team distributed more than 800 ORCA cards to airport workers — 77% were tapped on transit, with an average of 41.5 boardings per card.

South King County Trips is a sustainable transportation rewards program. Participants set a goal of riding transit, walking, biking, or carpooling and receive an ORCA card with one month of free transit. The program prioritizes people who have recently moved or started a new job. The TDM Team promotes SKC Trips at resource fairs and community events, and through partners like Hopelink’s Community Transportation Navigators and Port Jobs.

The City of Tukwila assures full compliance with Title VI of the Civil Rights Act of 1964, the Civil Rights Restoration Act of 1987, Executive Order 12898, and related statutes in all programs receiving federal financial assistance. No person shall be excluded from participation or denied benefits on the grounds of race, color, national origin, or sex.
